SINGAPORE: Almost half of all primary schools are oversubscribed in Phase 2C of the Primary 1 registration exercise this year, according to the latest data from the Ministry of Education (MOE) on Wednesday (Aug 7).
Of the 180 primary schools, 88 are oversubscribed and will go to a ballot.
Phase 2C is considered the most competitive phase and is open to all children. Forty places in each primary school are reserved for Phase 2C to "ensure continued open access to all primary schools".

There were slightly more oversubscribed schools in Phase 2C this year, compared with the 85 oversubscribed schools at this stage last year.
The most oversubscribed school this year was Princess Elizabeth Primary School in Bukit Batok, with 270 students vying for 41 slots.
The next most oversubscribed schools were Nan Hua Primary School in Clementi, with 160 applicants for 40 places, and Chongfu School in Yishun, which received 153 applications for 43 spaces.
Rosyth School and St Hilda's Primary School completed the top five most oversubscribed schools this year.
Four of the five schools - with the exception of Chongfu - were also among the top five most oversubscribed schools last year.
Registration for this phase opened at 9am Jul 30 and closed at 4.30pm on Aug 1.
BALLOTING
In most cases, balloting is conducted when the number of applicants exceeds the number of vacancies. It takes place in any phase from Phase 2A to Phase 2C supplementary.
Priority admission into the school is given in this order: Singaporeans living within 1km of the school, Singaporeans living between 1km and 2km of the school, then Singaporeans living further than 2km from the school. They are followed by permanent residents in the same distance groups.

These two schools have reached the cap on the intake of permanent resident children. Any remaining vacancies in Phase 2C Supplementary will only be for Singaporean children.
Since 2022, 40 places have been reserved for students applying under Phase 2C – up from 20 before that.
MOE said in 2021 that the increase was to ensure that more children have access to schools near where they live, regardless of whether they have prior connections to the schools.
The next phase, 2C supplementary, is for children who have yet to be registered in a primary school. The vacancies for this phase will be updated on Aug 13.
