SINGAPORE: A total of 30 primary schools are oversubscribed in Phase 2B of the Primary 1 registration exercise this year, the latest data from the Ministry of Education (MOE) showed on Thursday (Jul 25).

Phase 2B is the last phase where children with links to a school can apply to enter the following year. Twenty spaces in every school are reserved in this phase.

There were slightly fewer oversubscribed schools in Phase 2B this year, compared with the 31 oversubscribed schools at this stage last year.

The most oversubscribed primary school in Phase 2B was Holy Innocents' Primary School in Hougang, with 57 applicants vying for 20 spots. 

The next two oversubscribed schools were Ai Tong School in Bishan, with 53 applicants for 20 vacancies, and Nan Chiau Primary School in Sengkang, which received 112 applications for 44 spots.

They were followed by Chongfu Primary School in Yishun, and Nanyang Primary School in Bukit Timah.

There were 2,207 applications in Phase 2B this year, with 6,325 vacancies available. Registration started at 9am on Monday and closed at 4.30pm the following day.

BALLOTING

Of the 30 oversubscribed schools, 26 will go to ballot.

Balloting is conducted when the number of applicants exceeds the number of vacancies. This takes place in any phase from Phase 2A to Phase 2C supplementary.

Priority admission into the school is given in this order: Singaporeans living within 1km of the school, Singaporeans living between 1km and 2km of the school, then Singaporeans living further than 2km from the school. They are followed by permanent residents in the same distance groups.

    Phase 2B is for parents who have joined the primary school as a volunteer no later than Jul 1 of the year before Primary 1 registration. They must have given at least 40 hours of voluntary service to the school by Jun 30 that year.

    Parents who are endorsed by the church or clan directly connected with the primary school can also apply in this phase, as can parents who are endorsed as active community leaders.

    The next phase, 2C, is open to all students. The number of vacancies in Phase 2C will be released next Monday, before applications open at 9am on Tuesday.

    MOE will reserve 40 places in each primary school for Phase 2C to "ensure continued open access to all primary schools".
